The Inspectorate of Government (IGG) has ordered 17 Kisoro District Production Department officers to refund over UGX 14 million after being found guilty of Kisoro officials embezzlement. The money, originally from the Agricultural Extension Fund, had been fraudulently claimed through forged accountabilities in the 2023/2024 financial year.

Deputy IGG Anne Twinomugisha Muhairwe issued the directive following investigations by the Kabale Regional Office. The probe revealed that officers presented false documents to justify expenses that were never incurred. Each was instructed to deposit the funds back into the IG Assets Recovery Account held at the Bank of Uganda.

Names Linked to Kisoro Officials Embezzlement

Among those implicated in the Kisoro officials embezzlement scandal are veterinary and agricultural officers from various sub-counties, including Augustine Baryaruha, Alice Munezero, Lilian Nyirabuntu, and Thomas Byiringiro. The amounts they were ordered to repay ranged from UGX 406,000 to UGX 868,000.

By August 29, 2025, 17 of the 20 accused had already refunded their share, while three others are expected to complete payments after receiving their August salaries. Kisoro CAO John Nyakahuma confirmed compliance but declined to release names for security reasons.

Anti-Corruption Agencies Tighten Grip

Kisoro Deputy RDC Daniel Ndikumwami welcomed the IGG’s decision, pledging closer collaboration with anti-corruption agencies to curb misuse of public funds. The Kisoro officials embezzlement case adds to a growing list of accountability drives aimed at deterring corruption within local government.

Authorities emphasized that Uganda will continue to enforce strict measures to protect public resources and ensure funds allocated for agricultural development reach the intended beneficiaries.
