The Income Tax (Amendment) bill, 2023 has been approved by Parliament, which will exempt the salaries of staff working in the Office of the Directorate of Public Prosecutions (DPP) from taxation.
The prosecutors argued that this would correct an anomaly as they were the only ones in the criminal justice cluster whose employment income was being taxed. They also stated that the exemption would strengthen their office and prevent experienced staff from leaving for other related entities.
However, some members of parliament opposed the exemption, stating that it would create a non-neutral tax system and erode the tax base. Additionally, the legislators rejected a proposal to impose a 5% tax on global entities offering digital services and products in Uganda.
The opposition members believed that the tax required informed research and clear implementation processes. The bill was passed in a House sitting chaired by Speaker Anita Among and also includes a 15% tax on all monies realized in any stake placed and won by persons involved in betting.
