UNEB Executive Secretary Dan Odongo has furiously denounced Mr. Richard Okello, a whistle blower who over the weekend came out (through city law firm Alliance Advocates) claiming he was being victimized for exposing alleged exam malpractices at Seeta Junior School owned by State Higher Education Minister JC Muyingo who ideally is Mr. Odongo’s boss.

As disclosed in the three-page communication to the DPP Mike Chibita (calling on him to ensure the ongoing abuse of the law by Police officers is checked), the lawyers alleged many things against DR. JC Muyingo as illustrated in their letter that is produced as part of this story.
In his two-page media release, Odongo exhibits anger against the whistle blower whom he denounces as someone who has never worked for UNEB as one of its scouts as the lawyers claimed in their communication to the DPP. He says UNEB isn’t aware of the existence of a one Richard Okello on planet earth. Neither are they involved in any employment contractual relationship with him. Odongo trivializes the lawyers’ widely-circulated official communication as mere social media reports whereas not.
He furthers says beyond social media reports, UNEB hasn’t received any official whistle blower reports or petition indicating exam malpractices at Seeta Junior as the lawyers alleged. He admits UNEB has a duty (under Whistle Blowers Act 2010) to protect the whistle blower in case one such situation arises. The lawyers’ letter to DPP was copied to Minister Janet Museveni, Speaker Rebecca Kadaga, IGP Okoth Ochola, Director CIID and O/C CIID Mukono Police Division.
