Bishop of Mbale Diocese expresses concern over “selective” prosecution of Karamoja Affairs Minister

April 10, 2023

In a recent Easter Sunday sermon at St Andrew’s Church in Mbale City, the Bishop of Mbale Diocese, Rt Rev John Wilson Nandaah, expressed concern over the “selective” prosecution of Karamoja Affairs Minister Mary Goretti Kitutu. The minister is currently facing charges of allegedly mismanaging relief items meant for the Karamoja Sub-region. The Bishop stated that it is irrational to “sacrifice” Dr Kitutu and leave others at large.

The Bishop went on to say that he believes it is necessary to talk to the President about this matter and ask him to show mercy. He argued that Minister Kitutu should be forgiven and pardoned, as she is not the only leader who has allegedly misused public funds or resources.

The charges against Dr Kitutu and her brother, Mr Micheal Naboya Kitutu, were announced last week. They were accused of diverting iron sheets meant for the Karamoja Community Empowerment Programme. The duo has been remanded to Luzira Prison, and their case is due to return to court on Wednesday.

The Inspector General of Government (IGG) has released a list of leaders who are being investigated for misusing iron sheets. The list includes Speaker of Parliament Anita Among, Vice President Jessica Alupo, Prime Minister Robinah Nabbanja, 22 ministers, 31 Members of Parliament, and 13 chief administrative officers (CAOs). Mr Joshua Abaho, the senior assistant secretary of the Ministry of Karamoja Affairs in the Office of the Prime Minister, has also been charged in absentia.

Bishop Nandaah expressed his concern that other leaders who have allegedly misused public funds or resources are moving freely, while only one person is being implicated. He argued that justice would not be served by only implicating one person and that the implicated leaders should be ordered to return the iron sheets so that they can be redistributed to the intended beneficiaries in Karamoja.
