The Ministry of Health has defended the appointment of former Electoral Commission chairperson Eng Badru Kiggundu to oversee the stalled construction of the controversial Lubowa specialized hospital. According to Mr. Emmanuel Ainebyona, the Health Ministry spokesperson, Eng Kiggundu’s appointment is justified by his experience and qualifications.
Ainebyona highlighted Eng Kiggundu’s engineering background and his previous supervision of large-scale projects such as the Karuma dam project, indicating that his knowledge and expertise are crucial for advancing the Lubowa project. Eng Kiggundu’s appointment to oversee the hospital’s construction was made by President Museveni, as disclosed by Deputy Speaker of Parliament Thomas Tayebwa during the launch of Eng Kiggundu’s book.
Tayebwa praised Eng Kiggundu’s leadership skills and emphasized the importance of his appointment, citing his track record of bringing stability to the Electoral Commission during his tenure. Former Prime Minister Ruhakana Rugunda also commended Eng Kiggundu for his leadership at the Electoral Commission.
The appointment comes amid concerns over the stalled Lubowa hospital project, which has seen significant investment without corresponding progress. The project was scheduled for completion in June 2021 but has faced delays and secrecy surrounding its status, with restricted access to the premises guarded by security forces.
Despite criticisms and challenges surrounding the project, Eng Kiggundu’s appointment signals a concerted effort by the government to address the issues and ensure the successful completion of the hospital.
