The government is set to commence disbursements next week for ex-combatants of the West Nile Bank Front (WNBF) amounting to shs5.1 billion.
Addressing the public on Friday, State Minister for Defence overseeing veteran affairs, Abason Huda Oleru, disclosed that the Cabinet’s decision on April 25, 2024, sanctioned the disbursement to former WNBF members, commanded by Maj Gen Juma Oris Abdallah.
“A verified list of 4901 ex-combatants has been approved for payment, utilizing funds totaling shs5.1 billion allocated from the Ministry of Defence and Veteran Affairs budget in the financial year 2023/2024. The official launch for the disbursement will take place in Koboko on May 8,” stated Oleru.
The event will be graced by Senior Presidential Advisor on Defence, Gen Salim Saleh.
Originating from former Uganda Army soldiers loyal to Idi Amin, the WNBF, under Maj Gen Juma Oris Abdallah’s leadership, wrought havoc in West Nile, engaging in prolonged conflict against the UPDF from Sudan (now South Sudan) and the Democratic Republic of Congo until their defeat in 1997.
Known for kidnappings, violent raids, and laying landmines resulting in casualties, the WNBF was dismantled in 1997 following a significant battle at Kaya involving the SPLA, UPDF, and various Congolese armed groups.
The government pledged a resettlement package for the ex-combatants, with Minister Oleru confirming that the payment process began with mobilization efforts across West Nile districts.
“We meticulously identified 4901 ex-combatants for payment, including arrangements for beneficiaries of deceased combatants. Next of kin will receive the stipend, with family consensus sought to determine recipients,” Oleru elaborated.
The initiation of these payments aims to quell unrest in the West Nile region, fostering a conducive environment for socioeconomic development and promoting reconciliation and stability.
