Opposition Unveils Human Rights-Centered Budget for Uganda’s Next Financial Year

Opposition Leader in Parliament, Mathias Mpuuga, has presented an alternative national budget of 49 trillion shillings for Uganda’s financial year 2023/2024, under the theme of “Rethinking Uganda’s Economy: A Human Rights Approach to Resource Allocation”.

Out of the proposed budget, 32.8 trillion shillings will be generated from internal revenue, which includes a total tax collection of 27.83 trillion, recovery of 4 trillion from tax exemptions, and 1 trillion from corruption scandals.

The budget aims to promote financial prudence, accountability and value-for-money, agriculture modernization, preventive healthcare, infrastructure development, and human rights, among other things.

The proposed sector allocations are 3.52 trillion for Works and Transport, 2.952 trillion for Health, 2.12 trillion for Defense and Veteran Affairs, 2.07 trillion for Kampala Capital City Authority (KCCA), and 1.75 trillion for Justice and Constitutional Affairs, among others.

In comparison, the Minister of Finance, Matia Kasaija, proposed a budget of 50 trillion for the next financial year, to be financed through various sources.
