Parliament has issued a directive to the Kampala Capital City Authority (KCCA) stating that taxpayers’ money should not be used to pay city businessman Bosco Muwonge for a 10-acre piece of land in Kisenyi, Kampala. The decision came after the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (Cosase), chaired by Nakawa West MP Joel Ssenyonyi, presented a report revealing that the land was significantly overpriced.
Muwonge had initially demanded $100 million (equivalent to approximately Shs370 billion) for the 10-acre plot, valuing each acre at $10 million or about Shs37 billion. However, another family disputed Muwonge’s claim of ownership, leading to a legal conflict.
The controversy surrounding this land deal was brought to public attention by the City Lord Mayor, Ssalongo Erias Lukwago. Lukwago criticized the City Authority’s political leaders, including the Ministers of Kampala, as well as the technical department headed by Dorothy Kisaka, accusing them of collaborating with businessmen to engage in corrupt practices. He specifically alleged that they were inflating the costs of projects and assets, resulting in the misappropriation of public funds.
This case highlights concerns about corruption and financial mismanagement within the Kampala Capital City Authority, with the parliamentary committee taking a stance against the use of taxpayers’ money for an allegedly overpriced land acquisition.
