The Uganda Registration Services Bureau (URSB) has officially launched its inaugural Case Digest, a milestone publication that promises to reshape Uganda’s business and legal environment by promoting transparency, consistency, and confidence in commercial justice.
The digest, launched during a ceremony at URSB’s Kololo headquarters, was unveiled by Hon. Justice Mike Chibita, who praised the initiative for offering clarity and predictability in legal decision-making.
“This Case Digest is more than a record. It is a practical tool that guides stakeholders toward efficient and fair justice, especially in matters affecting the economy,” said Justice Chibita.
The digest compiles rulings made by URSB Registrars in their quasi-judicial roles, including decisions on company registrations, intellectual property rights, trademark disputes, and insolvency cases. It also includes court rulings involving URSB, providing a repository of legal precedents vital to legal professionals, investors, entrepreneurs, and policymakers.
A Tool for Business Certainty and Economic Growth
URSB Board Chairman Amb. Francis K. Butagira hailed the digest as a strategic commitment to transparency and economic growth. “This publication reflects our duty to make legal processes accessible, especially for businesses formalizing their operations,” he noted.
Registrar General Mercy K. Kainobwisho echoed this sentiment, emphasizing that the digest serves as a legal compass. “It supports legal education, sets precedent, and will help demystify processes for the private sector,” she said.
The digest is particularly relevant for small and medium enterprises (SMEs), innovators, and legal practitioners who often face hurdles in navigating Uganda’s complex commercial laws.
Accessible Justice Beyond Courtrooms
Commissioner of Legal Services Caroline T. Egesa emphasized that this digest represents “justice without robes”—a faster and more accessible approach than traditional litigation.
“Legal certainty is not a luxury. It’s a foundation for investment and innovation,” Egesa said.
By clearly outlining how URSB handles disputes and commercial issues, the digest aims to reduce litigation, encourage business compliance, and strengthen Uganda’s appeal to both local and foreign investors.
Regular Updates and Stakeholder Engagement
URSB plans to publish the digest regularly and calls on government agencies, legal institutions, private sector players, and development partners to engage with and contribute to future editions.
